How to manage the cumulative flood safety of catchment dams

چکیده

Dam safety is a significant issue being taken seriously worldwide. However, in Australia, although much attention is being devoted to the mediumto large-scale dams, minimal attention is being paid to the serious potential problems associated with smaller dams, particularly the potential cumulative safety threats they pose in catchments. This paper establishes the significance of this problem and reviews various Australian policies, including consideration of evidence from past research, to identify the potentially more effective policies with respect to smaller dams/cumulative safety assurance. New ‘case studies’ research that recently tested the effectiveness and coverage of the “strong” dam-safety policy of New South Wales (NSW) is then reported. The case studies comprised 2 samples of 10 hazardous private reservoirs investigated for spillway adequacy in line with state-of-the-art practice: one sample comprised dams supervised under the NSW policy, while the other sample comprised only non-supervised dams. The case studies show the potential effectiveness of strong policy, but also the importance of registering all dams and the need for some form of supervision of even small dams due to either their individual or cumulative hazard potential. The State of Tasmania provides a ‘model’ on how this can be best achieved in line with international best-practice, and this recently became the focus of a comprehensive study. This study involved strategic consideration and assessment of policy responses to the varying issues associated with small-dam safety and practical feedback from key policy actors. The results of this study are also reported here to provide guidance to any other jurisdiction world-wide needing to manage numerous small dams posing cumulative safety threats in catchments.

Empirical Relation for Prediction of Sediment-Trapping Coefficient in the Experimental Flume of the Stepped Slit Check Dams

Eroded sediments from catchment areas transport by streams and deposit in downstream less steep areas. Despite reducing the useful life of various hydraulic structures including reservoir dams, flood walls, and bridges, this phenomenon changes the main river hydraulic conditions and increases the flood prone farms in the riverbank area. Check dams are among the structures that can prevent form ...

Predicting dam failure risk for sustainable flood retention basins: A generic case study for the wider Greater Manchester area

This study aims to provide a rapid screening tool for assessment of sustainable flood retention basins (SFRBs) to predict corresponding dam failure risks. A rapid expert-based assessment method for dam failure of SFRB supported by an artificial neural network (ANN) model has been presented. Flood storage was assessed for 110 SFRB and the corresponding Dam Failure Riskwas evaluated for all dams ...

Estimating the flood frequency distribution

The goal of this study is to develop an objective methodology for estimating design floods, i.e. the flood peak discharge with return period T , at ungauged river catchments in Iceland. First, a regional flood frequency analysis is presented for estimating the T -year flood peak discharge with fixed duration D, Q(T,D), for poorly gauged and ungauged catchments. This is done by scaling a regiona...

تأثیر چکدم های خشکه چین سنگی برکاهش دبی پیک سیلاب درمناطق خشک و نیمه خشک (مطالعه موردی: حوضه آبخیز درجزین سمنان)

Check dams are considered as main measures for flood and sediment control in watersheds, and their uses have been rapidly increased from 1990 onward in Iran. This research is done in Darjazin watershed in north of semnan city. The check dams have been constructed from 15 years ago in two sub basins of the watershed for flood control in Mahdishar. More than 650 check dams were evaluated for effe...

Assessing the Impact of Land Use Changes and Rangeland and Forest Degradation on Flooding Using Watershed Modeling System

Extensive flood damages all over the world necessitate its control and operation. Hydrologic impacts of land use change appear in many ways such as total runoff, and flood peak flow. This study was performed in 2014 and aimed to investigate the impacts of land use changes on the occurrence of floods in the catchment of Boostan dam in Golestan province, Iran. For this purpose, Watershed Modeling...
